Before pictorial warnings are introduced in a country, focus groups are used to see which pictorial warnings work best.
In the EU, Member States can choose the images from a library of 42 colour photographs and other illustrations (http://ec.europa.eu/health/tobacco/law/pictorial/index_en.htm). This library was adopted by the European Commission in 2005.

WNTD 2010 Tobacco industry interference.
I was at Phillip Morris Website, one of the leading tobacco company in the US i think.
I discovered that they know what they are doing as they need tougher sanctions on the kind of "ingredients" they put in Cigarette making. It is confirmed by them that tobacco smoking is dangerous to health, so the need for policy to regulate them is highly needed, this is because they are hiding something i think. I mean the constituent of cigarette they put up on their website may not be all correct.
