I. Objectives

`I`m in charge. I`m smoke free` Video Competition shall contribute to WHO`s efforts for tobacco control and help strengthening advocacy for the WHO FCTC.

 

II. Eligibility

  1. The video competition is open to all amateur video authors being aged 13 or above on the day of submission, who are not serving WHO staff members and who are residents of a country of the WHO European region (Albania, Andorra, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic,Denmark,Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Luxembourg, Malta, Monaco, Montenegro, Netherlands, Norway, Poland, Portugal, Republic of Moldova, Romania, Russian Federation, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tajikistan, The former Yugoslav Republic of Macedonia, Turkey, Turkmenistan, Ukraine, United Kingdom of Great Britain and Northern Ireland, Uzbekistan)
  2. Participation can only take place in a private personal capacity.

 

III. Video Submissions

  1. Animations and videos are possible entries.
  2. The video content may be any subject within the topic categories as long as it does not exploit or offend a person`s sex, race, religion, morality, culture or is not salacious or pornographic.
  3. Smoking, cigarettes, tobacco, cigarette boxes and the like can only be shown in a non-promoting manner and only if they pertain to the message of the video. A specific tobacco company or specific brand cannot be named in speech or depicted visually.
  4. Your video must be your own original creation and must not infringe on any third party rights.
  5. Entries may not be part of a commercial production or enterprise.
  6. Entries must not depict any branded commercial products in a promotional manner.
  7. Entries must not be longer than 4 minutes.
  8. Entries may be submitted between 01/04 -31/10/2011. Submission closes at midnight (GMT).
  9. To be eligible for the competition, speech (if any) should be in English; no speech or no sound are also fine.
  10. WHO does not accept any responsibility for late or lost entries.
  11. You must supply full details in the Registration form.
  12. By submitting your video to WHO you warrant that you are over 13 years of age at the date that you submit your video and are fully able and competent to enter into the terms and conditions. In the event of a dispute about the identity of an entrant, the authorized account holder of the email account used to enter the competition at the actual time of entry will be deemed as such. You may be required to show proof of identification and age and/or proof that you are the authorized account holder of the e-mail address associated with the winning entry.
  13. Even if more than one person have contributed to the creation of the animation or video, only the main contributor shall be named in the submission form and will be eligible for the prize. 

IV. Judging

  1. The WHO Regional Office for Europe will review all submitted videos and post appropriate videos on Ning and  Youtube.
  2. The WHO/ Europe panel will consist of a tobacco control expert, a communication expert and a video/technical expert. It will determine a subset of potential winners for public voting, according to the below mentioned judging criteria, number of views and number of likes. The final number of pre-screened videos should not exceed 10.
  3. Public voting, through likes, will be used to identify the 5 most popular videos from those 10.
  4. The 5 most liked videos will then be reviewed by a jury panel identified by WHO/ Europe based on: 1) technical expertise in the subject area (e.g. tobacco and health campaigns), 2) professional experience in film/video making, and 3) target audience. The panel will consist of the head of a prominent non-governmental organization dedicated to tobacco control within the WHO European Region, a representative of a Ministry of Health, a WHO partner with expertise within the WHO European Region in mass media campaigns, a school class within the WHO Schools for Health in Europe network and a video professional. The jury panel will score the videos on the below mentioned criteria and WHO/ Europe will combine the scores and announce the winning entry.

 

  1. All entries will be judged on:
  • Message comprehension
  • Value for audience / personal perception
  • Potential effectiveness
  • Audience reach
  • Technical quality

 

V. Prize

The winner will be recognized on the WHO/Europe website, Ning, Youtube and other WHO events. The winning video entrant will be invited on a trip to a WHO event or meeting. The top 5 video entrants will be honoured with a WHO diploma. The top 10 video entrants will be awarded a choice of WHO paraphenalia. The winner will be announced on 15 December 2011. Announcements of the winner can be published within WHO/ Europe website, including WHO/ Europe pages on Ning, Facebook, Youtube and Twitter.

 

VI. Credit and Copyright

Videos submitted to the 2011 `I`m in charge. I`m smoke free` Video Competition will be considered the exclusive property of WHO. WHO shall be entitled to exploit its ownership rights in any manner and for any purpose that WHO may in its sole discretion deem appropriate.

 

By submitting a video for entry in the competition, the video author acknowledges that he/she produced the video and is its rightful owner.

 

The video author also certifies that the video does not infringe upon the rights of any third party and that it does not violate any copyright.

 

The name of the person submitting the video will be identified along with the video when placed on Ning, the Youtube channel and WHO/ Europe website or in widely disseminated material, thereby giving appropriate credit to the video author.

WHO is entitled to remove from YouTube any abusive or inappropriate material and reserves the right to take appropriate action if illegal material is posted or illegal conduct is suspected.

Your personal details will not be shared with any third party. Your personal information shall be used by WHO only to the extent necessary for the purposes of the competition and any related public service activities.

 

VII. Restrictions

  1. Use of WHO Name and Emblem

The participation by any entrant in this video competition does not under any circumstances imply permission to such entrant of use of the WHO name and emblem on any document, image or video, electronic or otherwise, for promotional, commercial or other purposes without first obtaining written consent of WHO.

  1. Rule violation

In the event that the prize-winning entry is later found to have violated any rule, it will be disqualified.

 

VIII. Privileges and Immunities

Nothing in or relating to these Terms & Conditions shall be deemed a waiver, express or implied, of any of the privileges and immunities of WHO, whether under the Convention on the Privileges and Immunities of the Specialized Agencies, or otherwise, and no provision of this agreement shall be interpreted or applied in a manner, or to an extent, inconsistent with such privileges and immunities. Your participation or winning does not constitute an endorsement or support by WHO of your views.

 

IX. Disputes Settlement

Any dispute relating to the interpretation or application of these Terms & Conditions shall, unless amicably settled, be subject to conciliation. In the event of failure of the latter, the dispute shall be settled by arbitration. The arbitration shall be conducted in accordance with the modalities to be agreed upon by the parties or, in the absence of agreement, with the rules of arbitration of the International Chamber of Commerce. The parties shall accept the arbitral awards as final.
